What is the BIIAB Scottish Certificate for Licensing Standards Officers (SCLSO)?
Anyone wishing to undertake the role of Licensing Standards Officer under the Licensing (Scotland) Act 2005 has to provide evidence of successful completion of an accredited qualification. The qualification must:
• be attained within 18 months of appointment to the position
• meet with the training specification agreed by Scottish Ministers
• be accredited by SQA (Regulatory).
The BIIAB SCLSO meets these requirements as it is accredited by SQA (Regulatory) and covers licensing law as defined in the Licensing (Scotland) Act 2005, issues surrounding social responsibility within the licensed retail industry, conflict management and mediation techniques and best practice from the perspective of the Licensing Standards Officer (LSO).
The qualification has been specifically designed for Licensing Standards Officers to meet the needs of the Licensing (Scotland) Act 2005.
What does the qualification cover?
The BIIAB SCLSO covers the syllabus agreed by Scottish Ministers. It is split into two units:
Unit 1 is entitled Roles and Responsibilities and covers licensing law and social responsibility. This enables candidates to understand:

the five licensing objectives and the roles, responsibilities and functions of licensing boards in relation to the Licensing (Scotland) Act 2005
-
the general functions of the LSO, their powers of entry and inspection; the qualifications, experience and ongoing training requirements
-
the constitution and function of Local Licensing Forums
-
the law in relation to the role and responsibilities of the personal licence holder, and the penalties for failing to comply with the law
-
the law in relation to premises licences
-
the law in relation to the protection of children
-
how to manage conflict and the benefits of working with local schemes and partnerships
-
the link between legal and social responsibility, and good business
-
the law in relation to promoting responsible drinking and the control of order
-
areas of associated law and the enforcing bodies – door stewards, smoking, human rights, disability and drugs.
Unit 2 is entitled Conflict Management and Mediation and is a skills based unit specifically for the Licensing Standards Officer. This enables candidates to understand:

implications of workplace violence and responsibilities of employers and employees
-
the main violence related hazards and risks faced by staff in the workplace
-
principles of risk management in relation to workplace violence
-
relevant considerations and measures for dealing with conflict situations
-
the impact of aggression on human behaviour, the triggers of and inhibitors to aggressive behaviour
-
basic communication and factors that can block effective communication
-
the strategies that might be adopted to manage and defuse violent situations
-
effects of workplace violence, the importance of victim support and reporting violent incidents.

the meaning of mediation and basic mediation techniques
-
the law in relation to self defence, the eviction of customers and the use of force.
How is the SCLSO delivered, where is it available and what does it cost?
The BIIAB SCLSO is designed as a course combining pre-course self-study and tutor delivery. It comprises 30 mandatory notional learning hours (3 days training) as set by the Scottish Government. All information relating to the BIIAB qualification is covered in the accompanying comprehensive handbook which explains the law in easily understandable language. Each unit is followed by a multiple-choice examination. Candidates will receive the overarching BIIAB Scottish Certificate for Licensing Standards Officers once they have successfully completed both units.
The BIIAB SCLSO is available through BIIAB approved training centres of which there are many across Scotland. BIIAB currently approves almost 600 centres across 5,000 locations in the UK to deliver BIIAB qualifications. Why should you choose the SCLSO?
The Licensing (Scotland) Act 2005 prescribes that each Licensing Standards Officer must, within 18 months of being appointed as such an Officer, undertake a course of training accredited by the Scottish Ministers for the purposes of this regulation. The BIIAB SCLSO meets this requirement and is accredited by SQA (Regulatory); it will demonstrate that a Licensing Standards Officer has complied with the mandatory training requirements.
