The BIIAB Level 2 NCLR is designed to cover all the subject areas that personal licence holders, designated premises supervisors, premises licence holders and management need to be aware of when running licensed premises.
Who is this qualification for?
The BIIAB Level 2 NCLR is designed for:
- personal licence holders,
- designated premises supervisors,
- premises licence holders and managers, working, or planning to work, in licensed retail premises.
What does the qualification cover?
The BIIAB Level 2 NCLR is an overarching qualification designed to cover all the subject areas that licensed retailers need to be aware of in running licensed retail premises. It comprises 2 units:
Unit 1 comprises the BIIAB Level 2 NCPLH; which is designed to meet training and qualification criteria defined by the Licensing Act 2003, and covers:
- the Licensing Act 2003
- licensing policy
- personal licences procedures for application and renewal of a personal licence
- duties of a personal licence holder
- licensable activities
- premises licence
- operating schedules
- the designated premises supervisor
- temporary event notices
- supply of alcohol
- unauthorised licensable activities
- prohibitions for the sale of alcohol
- rights of entry and inspection
- police powers to close licensed premises
- protection of children
- nature of alcohol and how it affects the body
- social responsibilities in the retail sale of alcohol
- conduct of licensed premises.
Unit 2 comprises the BIIAB Introduction to Licensed Retail Operations, which consists of 13 sections:
- cash security and stock control
- catering
- customer service
- employment law
- financial management
- gaming and machine income
- health and safety at work
- management of internal and external areas
- management of staff
- marketing and merchandising
- product knowledge & drinks service
- staff recruitment & training
- trade description weights & measures.
What are the benefits of obtaining this qualification?
Upon successful completion, two nationally recognised qualifications are awarded. Candidates will be certificated for both units (the BIIAB Level 2 NCPLH and the BIIAB Introduction to Licensed Retail Operations) as well as the overall qualification (the BIIAB Level 2 NCLR).
The BIIAB Level 2 NCPLH is recognised by licensing authorities as evidence of the applicant’s knowledge and understanding of licensing law, and the social responsibilities associated with running licensed premises.
Successful completion of the units of the BIIAB Level 2 NCLR can be utilised as a base from which to progress to the BIIAB Level 3 ACLH and/or the BIIAB Level 3 DLH. Further information about these qualifications can be obtained by calling BIIAB on 01276 684449

How long is the training course, where can I take it, and how much will it cost?
Both parts of the BIIAB Level 2 NCLR are assessed by short, closed book examinations which use multiple-choice questions. The course usually comprises five or more days of training. These can be delivered separately or consecutively depending on the preference of the candidate and/or tutor. This qualification is offered by a number of BIIAB approved centres (course fees are set by each BIIAB approved centre) - comprehensive support material is also made available.

BIIAB is the dedicated Awarding Body for the licensed retail sector, and nationally accredited by the Qualifications & Curriculum Authority (QCA ).
